the accident occurred here on busy white road, near the intersection with quimby road. witnesses tell police the man was struck and killed as he walked southbound, near the vietnamese community center. >> some sort of dark colored s u v or even a van. struck the victim as he was crossing the roadwaysthe nearest crosswalk is about a hundred yards up the street. police confirmed the victim appears to have been jay-walking, like this the exact same place where the man was hit. a clerk at this nearby bakery says there have been several narrow escapes. >> and the more ms. >> people to not want to go down to the corner? >> -- in the morning, it is more often. >> white road is a fast- moving 4-lane road. too fast say some neighbors. there have other accidents here but this is the first pedestrian fatality in recent memory. police are asking for the public's help in finding the hit and run driver.

>> it should have some major front and damage we should suspect based on the debris left behind. and just a couple weeks ago.another fatal epdestrian hit and run.this at alum rock and jackson ave. and just this year.there have been 10 other pedestrians who have been hit and killed by vehicles.though these were you can see most are in east san jose.

12 so far this year. >>pam: a ring of car theives are now in custody for a series of toll booth robberies on the carquinez bridge here are the suspects arrested for 3 of 10 robberies that occurred at the end of last yearup until may of 2012.chp investigators say bridge surveillance cameras revealed the stolen vehicles used in the crimes. >> i think the vallejo police, we kind of knew from past experience people stealing cars during with that type of victim in the past, and a surveillance led to the names involved. >> if you were called in each case these were done with the use of force, fear of the threat of violence. >> the c h p say that the police are still investigating the 70 cases. c-h-p officials say although these 3 suspects are in custody for 3 of the toll booth robberies.the investigation continues into

>> employees at an east bay auto parts store got quite a jolt this morning. this is video from the san leandro autozone. a customer drove through a plate glass window right into the parts storage section this morning. they had the good fortune not to be in that part of the good news is that no one is hurt today. the driver is safe all the employees are >>pam: the driver was not cited, as you can imagine -- the car was seriously damaged. a man is behind bars tonight after he took san francisco police on a chase that ended building and fire hydrant. thousands of gallons of water gushed into the city's market neighborhood. police were pulling the the driver drove off and he crashed. after the suspect was taken to the hospital and then taken into custody. police are investigating if drugs or alcohol were a factor in the collision. >>pam: bart is now considering charging you more money to park at its lots. kron 4's justine waldman tells us how much and what

you can do to try and stop >> when parking rates went up at the daly city bart station in 2010, from 2 to 3 dollars a day. people stopped parking there. so bart brought the price back down. now bart is considering raising the rates at all its parking lots, by charging more for spaces based on demand. a full lot would cost more, >> i would not want to pay more. >> i do not want to see the rates go up. the increase could be as little as 50- cents. bart did have a budget surplus this year, those extra dollars went to fixing seats and adding air conditioning on the trains. bart wants to use the extra parking money to maintain the lots. with renovations and affording security. >> they could increase security. that would be nice. more security would be nice" >> the question is. will an increase in parking turn >> "you lose the motivation. cheaper to park." >> "bart wants to hear from riders about raising parking lots rates, they posted a survey and we posted it on our website kron4.com. in daily city justine waldman kron 4 news." >> let us break this down for you. here's what bart riders are currently paying to park. it's five dollars a day at west oakland. demand.small lot. it's two dollars a day on the peninsula. daly city, colma, south san francisco, san bruno and millbrae. six stations are free. south hayward, hayward, coliseum, richmond, concord and north concord. all other bart stations.and there are 32 of them.cost one dollar per day. so we're asking on our kron four facebook fan page.what do you think about this propsed change to parking fees.that would see some stations increase parking fees.and others decrease the cost.all based on

north. it is driving the storms well to the north. there is rain fall well to the north that it should stay there but the high cloud coverage towards the bay area right now. temperatures? 60s. right now, i dearly upper 50s and most areas with-50s in daly city. as we go for this evening areas of dense fog overnight. cooler temperatures and clear skies. they are going to be even more clear, overnight. tomorrow, more clearing and the sunshine with warmer conditions. for the weekend, that warm-up will continue. >>pam: while it is nicer now,here you can see sprinkles falling this afternoon in walnut creek. this video was shot at the park. you may have noticed that no one is swimming in the water. that's because it's been closed since sunday when it was flooded during the heavy rains. kron4's maureen kelly shows us the problem and what's

>> this is a still picture that shows the river of rainwater that came rushing down the steps of the clarke swim center after a pair of storm drains backed up sunday. it flooded the outside area of the facility.and blackened the three pools with dirt and debris. since then the staff has been busy cleaning sucking up the gunk on the bottom of the poolwith the help of a high powered vacumn.and changing the filters --a lot. check out how dirty this one issee how much mud is caked at the bottom? they tell me eariler in the week the whole filter would look that that from top to bottom. after four days of cleaning 10 to 12 hours a day you can see the water is looking a lot cleaner. but they don't think they'll be able to re open until sometime next week. if you are wondering why they didn't just drain all of the waterwell.it turns out that could have been even a longer process. they could have drained the pool.but that could have taken even longer.there is close to 900-thousand gallons of water in these pools.it takes two to three days just to drain themand even longer to fill them

the day planner we will continue to see these low clouds. areas of fog with mostly sunny skies expected. temperatures a little bit warmer and for the evening, the fog will make a return to the forecast. out the door tomorrow, temperatures in the 40's and the '50s. they might not get quite this school in the north bay. and we have 42 in napa, 40's and santa rosa fiord and 44 degrees and san jose. mid '50s along the coast. low 60s in the south bay, the 60s in mountain view, and these temperatures are a few degrees warmer than what we saw today. the same for the inland valleys. low 60s for the east bayshore. 59 in alameda and fifty's closer to the coast. a mixture of 50s and 60s for the north bay. as for the sierras, dry conditions for this weekend it will be easy to get up there and back.
